Leaking Balcony Waterproofing in Perth: Why Membrane Selection Alone Is Not Enough

When a balcony leaks, it is tempting to focus on one question:


Which waterproofing membrane should be used?



While selecting the right membrane is important, it is only one part of a successful waterproofing system—and often not the reason the balcony failed in the first place.


A durable balcony repair depends on identifying how water is entering the building, understanding the existing construction and coordinating the substrate, falls, drainage, thresholds, penetrations, joints and finishes as one complete system.


Applying another membrane or surface coating without addressing these conditions may temporarily conceal the problem while moisture continues to affect the building below.


For this reason, CONSPAR recommends confirming the cause and developing a project-specific remediation plan before deciding on products or obtaining construction quotations.


Why do balcony waterproofing repairs fail?


Balcony leaks are rarely caused by one isolated issue. In many cases, several defects or limitations combine to allow water to enter the building.


Common causes include:

  • inadequate falls that allow water to pond;

  • poorly positioned or undersized drainage outlets;

  • insufficient overflow provisions;

  • damaged, deteriorated or incorrectly installed membranes;

  • inadequate membrane upturns and terminations;

  • low door or window thresholds;

  • poorly detailed junctions between balconies, walls and openings;

  • unsealed balustrade or service penetrations;

  • missing or incorrectly located movement joints;

  • cracked, drummy, contaminated or otherwise unsuitable substrates;

  • incompatible primers, membranes, screeds, adhesives and finishes;

  • insufficient membrane thickness or curing;

  • damage caused by following trades;

  • water entering from an adjoining wall, roof, window or planter rather than through the balcony surface itself; and

  • previous patch repairs that have treated the visible symptom without addressing the underlying cause.


This is why selecting a highly rated membrane does not, by itself, provide confidence that a balcony will remain watertight.


The membrane is only one component of the system


A balcony waterproofing system may include:

  • the structural slab;

  • concrete repairs and crack treatment;

  • primers and moisture barriers;

  • screeds or other materials used to create falls;

  • the waterproof membrane;

  • bond breakers and reinforcement at junctions;

  • movement and control joints;

  • drainage outlets and overflows;

  • door and window interfaces;

  • wall and parapet terminations;

  • balustrade and service penetrations;

  • tile adhesives or pedestal systems;

  • tiles, coatings or other trafficable finishes; and

  • sealants and perimeter joints.


Each component needs to be compatible with the others and appropriate for the actual site conditions.


If one critical junction cannot be properly resolved—for example, a door threshold is too low to achieve an appropriate membrane upturn—changing the membrane product will not necessarily solve the problem. The surrounding construction may need to be altered or the balcony system redesigned.


Why applying a membrane over existing tiles is rarely a complete solution


Surface-applied coatings can be appropriate in limited circumstances, but they should not automatically be treated as an alternative to full remediation.


Coating over existing tiles may leave the following conditions unresolved:

  • failed or drummy tiles and bedding;

  • moisture trapped within the existing assembly;

  • inadequate falls and continuing ponding;

  • cracks or deterioration within the underlying screed or slab;

  • defective drainage connections;

  • insufficient set-downs or threshold heights;

  • concealed membrane termination failures;

  • leaking balustrade penetrations; and

  • moisture entering through adjoining walls, doors or windows.


Where the condition of the substrate and concealed interfaces cannot be verified, the limitations and expected life of a surface treatment should be clearly understood before proceeding.


A lower initial price does not necessarily represent better value if the repair has to be repeated or subsequently removed as part of a more comprehensive remediation project.


How should a balcony waterproofing system be selected?


The appropriate system cannot be selected solely from a product data sheet. It should respond to the building, the exposure conditions and the proposed construction methodology.


Important considerations include:


Existing construction and condition


The concrete slab, screed, tiles, coatings and previous waterproofing should be considered.


Cracking, drummy areas, contamination, moisture and concrete deterioration may require repair or removal before waterproofing can commence.


Falls and drainage


Water needs to be directed efficiently toward suitable outlets. Ponding can increase stress on the membrane and expose weaknesses at joints, thresholds and terminations.


The number, location and capacity of outlets and overflows may also need to be reviewed.


Door and window thresholds


Balcony door and window interfaces are common points of failure. Available set-downs, sill construction, cavity relationships and membrane termination heights should be understood before the system is specified.


Movement


Balconies are exposed to temperature changes, moisture and building movement. Cracks and joints need to be considered as part of the complete system rather than simply covered by a flexible product.


Junctions and penetrations


Parapets, walls, balustrades, posts, pipes, outlets and other penetrations require project-specific detailing. These areas frequently determine the performance of the entire installation.


Exposure and finishes


The system will differ depending on whether the membrane is protected beneath tiles, installed below a pedestal system or intended to form part of an exposed trafficable finish.


UV exposure, wind-driven rain, coastal conditions and maintenance requirements may also influence the specification.


Product compatibility


Primers, repair mortars, moisture barriers, membranes, screeds, adhesives, grout, sealants and finishes must operate as a compatible system.


The fact that individual products are suitable for waterproofing does not necessarily mean they are suitable for use together or appropriate for the particular balcony.


Installation and sequencing


Even a well-specified system can fail if the substrate is not correctly prepared, required application rates are not achieved, curing periods are shortened or the membrane is damaged by later trades.


Responsibilities, hold points and sequencing should therefore be defined before work commences.


Australian Standards and building requirements


External above-ground waterproofing systems are generally considered with reference to:

  • AS 4654.1 – Waterproofing membranes for external above-ground use: Materials

  • AS 4654.2 – Waterproofing membranes for external above-ground use: Design and installation

  • the applicable provisions of the National Construction Code

  • relevant manufacturer requirements and tested system information; and

  • other standards and regulatory requirements applicable to the substrate, drainage, access, finishes and building classification.


Product compliance is only one component of a compliant installation.


A membrane may satisfy the relevant material requirements but still fail if the balcony has inadequate falls, poorly resolved thresholds, unsuitable substrates or non-compliant terminations.


Requirements should also be checked against the applicable NCC edition, the classification of the building and the particular scope of work.


What can proper balcony remediation involve?


Depending on the conditions identified, a comprehensive remediation project may involve:

  • reviewing available drawings, reports and previous repair information;

  • undertaking visual and, where appropriate, destructive investigations;

  • moisture, adhesion or substrate testing;

  • removing tiles, bedding, screeds or previous coatings;

  • exposing critical junctions to understand the existing construction;

  • repairing cracked, spalling or otherwise deteriorated concrete;

  • reconstructing falls;

  • modifying drainage outlets and overflows;

  • altering door, window, wall or balustrade interfaces;

  • preparing a project-specific waterproofing specification;

  • installing the complete waterproofing and finishing system;

  • coordinating the work of different trades and specialist contractors;

  • inspecting the work at nominated stages; and

  • documenting the completed system and applicable warranty requirements.


Not every project will require every measure. The purpose of the investigation and remediation planning process is to determine what is genuinely necessary for the particular building.


Why obtaining a repair quotation too early can be risky


A contractor can only price what has been defined.


If the causes, quantities, interfaces and construction methodology have not been established, quotations may be based on different assumptions and may not be directly comparable.


Important work can also appear later as a variation because it was not visible or included when the original price was prepared.


A properly developed remediation scope can assist owners to:

  • understand what is being repaired and why;

  • compare quotations on a more consistent basis;

  • identify exclusions and remaining risks;

  • coordinate specialist input;

  • plan access, staging and disruption;

  • establish a more realistic project budget; and

  • reduce reliance on repeated patch repairs.

  • nominated products or systems;

  • sequencing and access requirements;

  • staging options; and

  • an indicative construction budget.


The objective is to define a coordinated repair strategy before committing to the construction work.


Step 3: Execute the Work


Once the scope has been established and accepted, CONSPAR can provide a quotation to coordinate and undertake the remediation work.


The work is then delivered in accordance with the agreed scope, methodology and applicable product requirements, including nominated review points during construction where required.
