Inspection and testing to inform heritage timber floor remediation

Perth Town Hall is one of Western Australia’s most significant civic heritage buildings. Work on a building of this nature requires care, restraint and a clear understanding of the existing construction before any remediation strategy is selected.

Conspar was involved in inspection and testing of heritage construction and materials to help determine the most appropriate remediation approach for the refurbishment of the main hall timber floor.

This project highlights Conspar’s diagnostic role on heritage buildings: helping clients and consultants understand what they are working with before repair or refurbishment decisions are made.

The challenge

Heritage timber floors are not simply finishes.

They form part of the building’s fabric, use, acoustics, appearance and heritage value. They may also conceal earlier repairs, altered subfloor conditions, moisture issues, substrate problems, fixings, services or structural constraints.

Before refurbishment works are undertaken, it is important to understand the condition of the existing construction and the implications of different remediation options.

On a civic heritage building such as Perth Town Hall, this process also needs to account for public value, stakeholder oversight, programme constraints and the need to protect significant fabric.

Conspar’s role

Conspar’s role included:

  • inspection of heritage construction

  • testing of existing materials and conditions

  • remediation advice

  • remediation scope input

  • coordination with consultants and stakeholders

  • practical guidance to inform the most suitable repair approach

The focus was not simply on identifying a defect. It was on helping determine the most appropriate remediation path for the main hall timber floor.

Why investigation matters before remediation

On older buildings, especially civic heritage buildings, premature repair decisions can create unnecessary risk.

Without proper investigation, a project may:

  • specify the wrong repair method

  • damage significant fabric

  • miss concealed causes of deterioration

  • underestimate access or staging issues

  • fail to coordinate with other specialist requirements

  • create cost escalation once works begin

Conspar’s role is to help clients understand these risks early, so that remediation decisions are based on the actual condition of the building rather than assumptions.

Outcome

Conspar’s inspection and testing helped inform the remediation approach for the refurbishment of the main hall timber floor.

The work supported a more informed decision-making process by identifying relevant construction and material conditions before finalising the repair pathway.

For councils, asset managers and project teams responsible for civic heritage buildings, this project demonstrates the value of early investigation and practical remediation advice.
